Kværner Masa-Yards Arctic Technology Centre (predecessor of Aker Arctic) provided extensive conceptual development and design support, including hull form development and propulsion line engineering based on the Finnish diesel-electric icebreaker Otso. Ice model tests were also carried out in Finland.

USCGC Healy (WAGB-20) was built by Avondale Shipyard (Louisiana, USA) and commissioned in 1999.
